True, but trusting the infantry is usually a bad idea, and a launcher where you have to pull the safety pin *after* loading the grenade is not something I would trust a conscript to do correctly.
Even if they don't, a VOG-25 will splatter parts of you all over the place if it hits you, safetied or not.

Dunno the kill radius exactly but the warhead is like half a kilo or so, I'd put it at an easy 10m radius.
