it realy isnt

it just means that you are allowed to drive faster but you cant cause everything is cramped, and three fucks that decide they just need to drive 90kmh

thats about 55 mph or so

but as soon as they are gone you can speed away, slip on some oil on the street and die happily tangeled around a nearby tree

They should enforce a 70 mph minimum
