And they've just cut-paste his rules with little thought on how a 90pt skirmisher HQ fares on a full size battlefield
Boosts to movement and an 18" gun are good in KT
90pts isn't the worst though, especially since it's including Wargear. It's better than the price of a Dominus after wargear choices IIRC
Even at 95 it's still not terrible
He seems to fall into the dual role of a Tech-Axilum and a Secutor.
Buffing field and ranged damage focus.
A Dominus has a higher BS and an extra Wound
A Dominus is 90pts base and 104 fully kitted
Most people would keep the Volkite Blaster anyway because it's a flat 3 shots vs D3 and causes Mortal Wounds
If he was 75-80pts he'd probably be great
There's also rumours these rules were written prior to the CA price drops
Considering they'd have to be packaged in the box that seems feasible
