I found 2 pieces of raw meat tied to trees in my neighbourhood, right next to an Elementary school
One at around 2.50m and one at maybe 4 meters or higher
My mother spotted them a couple days previous to me, also told me at the time there were a couple of holes dug out there
When I went there no holes were found tho

There is no hunting area or anything nearby too, so that couldnt be just really badly made bait (especially since we dont have a shitton of big meat eating animals)

The issue is you have to TRAIN a dog how to fight

and to fight to the death with other dogs

so people will steal pets or try and capture strays to be fodder for their fighting dogs
