Then in '14 the reikstag (parliament,) threatened to send in the military. The military chief of staff and the head of admiralty said to fuck off in polite terms, that they don't have the money and haven't for two decades to even train recruits and thus cannot waste any infantry when Russia is sneaking subs into the archipelago right next to the capital.
