It is not really a conspiracy. Seth Rich supported Bernie Sanders. When the DNC stole the nomination from Sanders and gave it to Hillary Rich released emails exposing this fact. The DNC claimed they were exposed due to Russian hacking and refused to allow the FBI to examine their servers. When the information was downloaded during the 'hacking" it was transferred at a rate higher than any technology currently available to humanity can achieve from a remote location, demonstrating it took place in person, not over the internet. Seth Rich was shot from behind and murdered in a "robbery" in which his wallet and watch were not stolen. The investigation was quickly closed by DC police as a cover up. His family was threatened to ensure their compliance with the official story. It is no conspiracy. That is what happened. Articles to the contrary are attempts to hide the truth.

While I haven't found evidence of outright bribery for the acting directors of the Federal Bureau of Prisons (BOP) as to placement of arrested Elites, I think it warrants follow-up as the swamp rats get sentenced as to where they are "appointed" to serve out their time, and the conditions of their "prison" sentences...I realize the article is dated 2010, & a new acting director has been appointed 5/18, but with steep corruption it would take years to clean up.
