When it comes to iq and our abilities to think, there is close to no difference when different people from different cultures get the same education and help to learn

I think we should do a world experiment

Two countries with similar resources should be formed

one with equal amounts of black couples and one with whites

see what happens over the course of 100 years

of course we could start of with the same education etc
