the limiting factors for EVs is literally batteries, that's all, electric motors are cheap and efficient, the problem is batteries are dirty and recharging is slow, plus capacity isn't there yet
the only reason hybrids exist is to compensate for failure in electricity delivery
So you have a small battery and use the engine as a generator
if you have perfect electricity delivery, you do not need ICE
