Dude I looked into it, Virginia State Code Section 18.2 - 433.2 for paramilitary activity along with their legal definition for ‘civil disorder .... according to that definition if someone runs away from a shield wall, and accidentally stubs their toe...it satisfies the legal claim for paramilitary offense.
