I think prison is inhumane and expensive. should be done away with. Fines, public lashings, gladiators, and death penalty would be way better.

Forcing someone to do labor is just slavery.

I don't like slavery. If you attach a number to how much they owe society, they have the potential to pay off their debt.

Just have a branch of labor that will always provide employment. Such as military, digging ditches. Then they can reform people with potential, or use people forever with none.
