I come from South Korea which had multiple dictatorships
gate voting behind a volunteer military force
that includes religion

so to vote, you have to be a devout member of Christianity as vetted by the local parish, and also volunteer to fight for x amount of period of time
because voting is merely handed out by the accident of birth
