Clergymen should deal with the lesser titles, there should be no nobles. The clergy answers to the pope, then to the monarch and the monarch answers to the pope.

But like Judges should be clergy
Clergymen can hold titles, but those titles remain part of the nation of the monarch who gave them out. Only the monarch should be making laws.
And the laws have to have approval or at least have been advised on by the clergy
