if you want people who care more about the country than getting reelected it seems to me not paying them and seeing who still steps forward is a good way for that

you talk about bribes and stuff, but if you have no idea on which comitees you will sit and which bribes will be offered to you you wouldnt go into it planning to make money. You would need to spend a lot of money. Who do you think would be willing to do that.
