There still isn't. Any Sherrif can *"call out the militia"* and a few have (San Fran 1989 springs to mind as the *easiest* example). Just because they don't *use* the M-word doesn't make it any less a militia call-out, just like using the word "larceny" doesn't make it any less a threat.
