I'm a software engineer and it's the same here. We have an old product: Work on it started back in 2006. It's still not finished, but we successfully sold it to numerous clients, including banks and insurance companies. The code is ugly, security is poor, but as long as it justWerks™ the client won't pay for fixing it. I guess only the military really cares about the quality of their tools.
