yeah looking at the tornado a little more it looks like what you'd get after a few upgrades to a cr10 mini
probably worth if you don't rely much on customer service
ac heatbed, always a plus if you plan to print something that likes it HOT, not that you'll be doing much of that with an open frame printer, the extruder is just outright better than the cr10

d7 v1.4 is basically _the_ low budget resin printer
1.5 as well, just don't go lower than v1.4 on the d7 or you'll regret it

possible exception of a trinus with a very tiny nozzle, but i haven't tried that, yet
i'm p sure if i stuck a .2mm nozzle and a different extruder on a trinus i could make semi-acceptable minis

resin no idea, filament no worse than western made stuff for the most part, although you get a lot less variety
