People too socially anxious to form any organisation or at least group of individuals larger than 2
People who don't even have any plan or idea on what to do so they just go on a rampage and either suicide themselves or get themselves caught by police
The fact that none of these terrorist managed, or even tried not to get caught is very symptomical
And beside the feeling of hopelessness, the lack of ability to organise is imo even more important reason
The terrorist attack doesn't have any power if its not connected to any ideology, represented by someone
