because they dont and you dont even need the american military to pacify those, far less powerful armies would do, the thing is you only have guns, while they have aircraft, tanks, bigger guns, rockets, drones, etc. also when civilians are armed then they are not treated as civilisans of course so in the case of engagement the army is free to just nuke the shit out of you
