the sentiment system in FO4 was copied from a NV mod. and that mod did it better. then someone did make a dynamic settlement system for FO4 where the NPC was growing the settlements by them self as long as you did help them gather the recuses almost like it was suposed to be if they was not lazy and relied on ctrl+C and Ctrl+V
