The commune votes to create a syndicate to manage the transportation and allocation of food, these individuals are elected and then they themselves democratically vote on how to pursue the issue
They volunteer
and then are voted upon
Why would they volunteer?

Why wouldn't they? The incentive is being a good person and bearing some of the burden of the group
