And if you want to get employed in some institutions you need to speak Albanian

And no Macedonian speaks Albanian

So basically they've made it so only Albanians can get hired for certain positions

And they also put Albanians in positions of power. As soon as that happened there were *massive* layoffs of Macedonians and a month later they needed workers again and boom, Albanian workers
