He has decided that we should have free will, and gave us the choice. He wants us to make the right choice, he is utterly complete, WE are not and he wants us to be

desire is a state that some one can be either in or out of accord with. it doesnt matter if they are in or out of accord with it. Having the potentiality to be in or out of accord with it means necessarily that theres potentiality
this applies for quantum particles as well. even if you havent chosen a state, the potential to be in a state means necessarily you have potentiality
