Its called Dumb War, if you've played the game War with a 52 card deck, you understand the premise, but it has a ton of additional rules that apply to individual cards. The drinking/smoking rule for dumb war is simple: every time you go to war in the game, drink/smoke, and every time something dumb happens, do the same. Notable rules include: 2s of all suits will always tie everything no matter what, and two 2s played at once causes Double War, the number 8 will always lose, except in Wars, it acts as a joker, if two 8s are played at once, remove both cards entirely from the game, unless two 8s or Jokers (or a joker and an 8) are played during war, in which case the game instantly ends with no winner and everyone finishes their drink
