theres parts of this joke that make it funny but. probably not for the intended reasons

Lets break down the joke. He starts with a conservative viewpoint of foreigners not being allowed in the country. Then he turns it on his head by referring to english as American, thereby making conservatives and antiimmigration look retarded while also poking fun at the fact that an immigrant who can speak english had obviously assimillated and now an american. Hes calling the foreigners dumb for learning a new language and culture while larping as an antiforeigner type. Then he follows up the statement and drives the ridiculousness of it home by speaking spanish. Its about contrast and context. Which is a few layers of irony wrapped up at his expense.
