@Nobody these Underwriters basically gauge the risk of potential clients that agents are getting quoted. They work with Acturial to look at insurance rates and historical figures for different industries, catastrophic losses and the location, the status of their building and it's contents, and how similar businesses have performed in similar environments. They then come up with a proposal (or deny the coverage), the agent and insured review the proposal, there's some negotiating, and then it either gets out into force or another insurer outbids and it's placed elsewhere
