the only unique thing there is the back porch on the white house
the dome does conflict with the main style
it is a disgrace, I think they put it there just out of self hatred
I wouldn't say the designs oppose each other too much. I usually am against things like that, but it just looks like a typical 20th-century skylight.

The thin rings would detract from the monumentality of the building, I don't see the reason why the rings should be thinner.

Also interesting how you mention the "self hatred" angle, because the main idea of the design was the "transparency" of the Parliament and democracy, that visitors can view at any time from above. A very common fad in modern architecture.
