The individual mandate was not something that the democrats wanted to put in the ACA. They were forced to put that in by Republicans, who demanded it be added if they were to support it.

The mandate is only there on paper. It's not actually enforced because it's ridiuclous

Trumps plan would have actually worsened the mandate, and switched it to a 30% increase in your insurance premium if you haven't had insurance for three or more months. Which in that case would be enforced by insurance companies, not the government, and of course they'd exploit that to charge you more.
