in fact the only thing I'd change about the panzer cops is give them a waist-to-knee length shrapnel-resistant skirt

Well, yes, but ghaul was born a runt, and by tradition, he was left to die until The Consul, an Exiled scholar and aristocrat of the Praetorate, who decided to raise, befriend, trained, and teach Ghaul in the hopes that he would one day overthrow Emperor Calus(who exiled consul), so they didn't exactly have the glory of making state of the art cabal armor in the first place.
