@Sapharanth some places only have reader-computer interface and you supply the needle (from pharmacy)
those more often than not are unique coded from factory
and they just set it up at their shared DB as "this number = this dog"
not really programmed at least used to be so
whaat makes me wonder how they do on those ISO chips actualy work as they would need country code tuned on factory unless there is certain bits with write once
whole idea after all on those chips is that you cant remove/change the data without clear wound/owner present to prevent theft,enforce taxation on some countries etc etc
