Going on a rough idea here, so hear me out.
Social cohesion has two parts: culture, and integration.
Culture, relating to the mentality of individuals; not necessarily reliant upon IQ, as any person can adopt ideals once suitably explained and reasoned to them.
Integration, relating to the placement and inclusion of individuals; more reliant upon IQ, as the technological advancement and automation of services means those with a lower IQ can be pushed out of jobs, and aren't smart enough to fill jobs that aren't automated (i.e. engineers for the self-service checkouts).
As time goes on, should culture remain healthy in a nation, there will still be the issue of integrating cultured citizens that are unable to perform mid-high intelligence jobs; so what do they in turn do? Or rather, what can be done about them that isn't immoral (i.e. forced sterilisation, contraception, etc.?)
