One possible scenario is that the SNC-Lavalin investigation turns out extremely badly for Trudeau, but that he refuses to resign. He could face a rebellion from inside the party at that point. If he simply resigns the libs can appoint a new leader and continue governing by giving the NDP whatever free shit they desire.
