Possibility 1) We are observing electromagnetic waves, sent out by alien civilizations eons ago, and we *just happen* to be capable of observing them *precisely* in the window that they actually use electromagnetic waves for communication.

Possibility 2) It’s a naturally occurring phenomena that is continually occurring.
