The administration knew that “planes flying into buildings” was the threat. But they didn’t know where or when it would happen.

Think back to before 9/11. (If you’re an oldfag like me, not too hard) What would “plane crashing into big tower” look like to a pre-9/11 person?
It would look like a plane hitting a building, that building tipping the fuck over like the leaning tower of Pisa, before smashing into a bunch of other buildings and causing *huuuge* damage and deaths upwards of 50k.
Again, think back to pre-9/11... how do they stop it? They don’t know *where* or *when* it will happen. All they know is that it’s going to happen, multiple times, all on one day.
They can’t rely on the air force, they don’t want the optics of shooting down aircraft. Again, think pre-9/11, this would’ve been impossible.
