Anyways I got to get going soon sadly.... For powers, the big books to look at are SR5, SG, SSP (Shadow Spells), HT (Hard Targets), CA (Cutting Aces), SS (Stolen Souls), BTB (Better Than Bad), and BB (Bullets & Bandages). Don't think there's any other books with adept powers

Negative karma is from negative qualities which gets you more karma

you need to take negative qualities to get that

because there's a lot of really good ones in there
The other thing you'll probably wanna gander at is Street Grimiore's adept ways, as they can discount some power points, and SR5's Mentor Spirits as those can give you powers outright. Of course they need to fit the character, and there's a lot of alternate mentors throughout a whole bunch of the books
If you *do* pick up a mentor spirit and don't mind announcing to everyone you're magical and have that mentor spirit, you can also pick up Mentor's Mask from FA 182 (Forbidden Arcana) to get a free power point.
As for weapons, you'll probably want a Krime Boss (GH3 17 (Gun Haven 3)) with a personalized grip (HT 182) as the most bare-bones thing you get. You'll be at a net acc of 5, which is plenty for early game.
As for skills, always keep in mind your dice pools. Starting out, 12 is something you're good at, 8 is something you're workable at, 4 is something you can do in a pinch, any lower is "oh god why do I have to do this"

Athletic can be fun since Increased Agility is a pretty good option for you still

Anyway, So, for skills, how many points would I have to put in to get Dice Pool 4 for the following.
Ground Vehicle, First Aid, Perception, Sneak.

Well for ground vehicle for example, you've got a REA of 4 (2 base, +2 Improved Reflexes 2), so just 1 point gets you to 5 on it. I'd suggest hitting 6 instead.
For First Aid, honestly, you're not that bright; 2 log, you're typically better just getting a rating 3 first aid kit and letting it operate itself with wireless, as that's 6 dice. To hit 6 dice on your own, you'd need to put in 4 skill ranks, or 2 and have a specialization for it
which is something like "bullet wounds"
speaking of specializations..... They're flavorful, always go with them when you can. Also they're +2 if they match and cost less than going from rank 2 to rank 3in terms of karma, so getting them with karma later is understandable and also another part of why I hate ST10/Priority chargen.
