I suspect the substance itself was not diluted enough
pepper spray isnt as reliable because its a chemical and chemicals have different effects on different people
some people get permanent damage some people are even immune to certain chemicals
I remember people getting mad a couple years ago because tear gas was a chemical weapon
just use acid then
and they hated it because it was a "chemical weapon"
