Individuals can be over-represented disproportionately without there being an overarching plan to create such a thing.

People are tribal and will default to selecting their own, so as jewish people slowly trickled into higher up careers or positions of influence, they favored their friends and family who were also jewish.

This does not mean that there is a unified plan, just preference for the self over the other which over time can create phenomena such as the prevalence of blues in hollywood or banking.
