Anyone advocating for anarchy over government is typically after amassing goods and power by force, or believes the hedonistic idea that everyone can coexist peacefully
There's a reason why dynasties would have brothers kill each other
Personally, I've found the latter to be the more pernicious adoption of the ideology
Thing is: You don't necessarily need a state to police an area. The community could do that itself. However if you want to know how communal justice looked like in history google "Lynchmobs"

A state is not needed to police, but a state in absolutely necessary for a fair justice system to exist

Communal justice is typically a reflection of modern-day ethics. Unlike laws, the ideas of justice in small communities can easily shift and devolve into something horrible
