i'm not sure how big of a deal it is in the case of something like British Steel, don't know enough about them
They levereage is "We'll pull our investments, causing massive damage to the economy." or "We'll put some more investments in, if you do X" or they use their origional investments to lobby the government,
i'm more worried about infrastructure like telecomms
