The fact is, we should think about how much we want to allocate to the poor, and allocate that amount to the poor. If we have 50 million dollars to allocate to the poor and there are 50 billion poor, we don't then bankrupt ourselves and throw everything away to provide for the extra people. There need to be less people. Then it might work.
