It depends on actual system implemented. There are possibilities. Some propose absolutely democratic system, some propose authoritarian, some propose a mix. Right now if we speak about more democratic system we think about direct democracy where you can vote on all issues online.

It depends. I'm in favor of a mix of authority, representatives and direct democracy. I understand not everyone is capable of their own decision making.
The system must promote direct democracy.
But people also can have an option of representatives.
