Only wizards can cast spells because... reasons. And they can only cast spells if the pronounce the words right, or the spell will cause hijinx, Until they introduced silent casting later so apparently saying it outloud right isnt needed.

and there are only 3 spells that are forbidden to cast, and making Horocruxes are not one of them, or erasing peoples minds, or killing someone with another kind of spell, and these forbidden spells to cast are only mentioned late into their education, and not at the begining.

I don't get the pure blood V Muggles stuff.
