If it is at all like civillian transfer of boats, I think you just file the boat's name under the new owner's name, but I could see why the military would not want a civilian keeping the original name for a variety of reasons.

I believe once a ship is no longer part of the navy they strike the name out

and now that name can be reassigned to a new vessel

and therefore, the last thing you want is a civilian and military ship having the same name
