It was dumb to insist on a planned economy and the Soviet Union had fundamentally bad economic policies aside from the NEP years. Outside of "Rodina" and "great patriotic war" style war propaganda it had an anti national character.

That's not a good economic policy if it leads to famines or wastes opportunities for growth in nonindustrial sectors
