the 'bad guy' plants a bomb in the mayors office,
the attorney general, finds the bomb and relocates it to the 'bad guy's hideout, so when the bad guy tries to blow up city hall he ends up blowing himself up.

oh also, the whole premise of the movie is that plea deals are bad mmkay,
in the end the attorney general decides he'll never give out plea deals again. that was the whole point the bad guy was trying to make to the attorney general
