Most require a server, or the messages are only received when you're online
irc has the same limitation
you get around this by having what's called a bouncer
it's basically just always online
With this bitmessage thing, the users online act as the 'bouncer' and hand off stored data as new users log on
unfortunately anything where the user stores and passes along information provided by [other] users is going to open you up to legal problems
even though i think if you actually apply it fairly, such instances would fall under the communications decency act protections for providers of a web service
`Section 230 says that "No provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider"`
