In regards to your question, I think that China is primarily responsible for it spreading because of them denying that Covid-19 could be trasmitted person to person. Honestly they are America's greatest enemy.

@Isaiah sure, predictable concerning their control over international organizations such as WHO. They are in a position of strength due to the virus despite the supposed production decoupling that might occur. Countries are going to have to further extend debt to private or foreign national loaners to deal with Covid 19 and many of these countries are already financially at high risk of defaulting as well as the fact that many have debt owed to China with stipulations that guarantees China an exchange of equity over infrastructure to pay off their debt. China will gain key properties in international trading markers like that of the rising market of East Africa and South Asia while facing little international backlash.
