According to justice.gov.uk, privately managed prisons were introduced to the UK in the 1990s.
It's a business.
It flourishes when more offenders are sitting in cells, instead of buried in graves.
Hence, why the instructions from the very top are for police to toss them in jail, while discouraging any other outcome, especially any sort of vigilantism.
In the end, if a vigilante rightfully puts a pedo down (6 feet under), that vigilante sits in place of the pedo (in jail).
Hell, you can't even defend yourself in England anymore.
