Without having researched this thoroughly, I believe the guy in the above video is wrong.

The 70% IPA (Isopropyl Alcohol) is not just the name of the ingredient; it is a reflection that the contents of that bottle is 70% IPA.

usually, the lowest number you'll see, percentage-wise, is 70%.
