The reason why marshal law isn’t plausible is purely based on the elections, some countries have wars, the voters in America rely on this idea that they a free. Trump declaring war on the freedom of the union wouldn’t sit well.
A medical martial law encompasses many things it does not have to Encompass mandatory quarantine though, forced isolation would work though
