I don't think Trump has conceded. If you look a little more closely at what he had 1 of his people send out on Twitter, he said there'd be a smooth transition of power, but he didn't say it'd be to Biden.

I’m already sick of everyone saying Trump backed down. He did everything he could with the constitution. He was a fantastic president give himself break. Plus Trump basically did say that the best is yet to come. Which sounds like he’s not giving up in the long run..
